Atheism nor Theism are religions if you wanna be technical about it.
But how is it that no belief = belief?
It is not about no belief = belief

When the atheists states 'A supreme being or beings do not exists', the statement; "The atheist mental attitude holds a supreme being or beings do not exist is true". is correct. No Conflict in either statement.

When the theists states 'A supreme being or beings do exists', the statement; "The theist mental attitude holds a supreme being or beings do exist is true." Is correct. No Conflict in either statement.

Let us take a look at how I defined belief system
A belief system is the mental attitude that some proposition is true. For every given proposition, every person either has or lacks the mental attitude that it is true. Beliefs may be stronger or weaker, based on evidence or not, reasonable or irrational. Beliefs are a mental representation of the world around you — a belief about the world is the mental attitude that world is structured in some way rather than another. Beliefs are the foundation for action: if you believe something is true, you must be willing to act as if it were true; if you are unwilling to act as thought it were true, you can't really claim to believe it. This is why actions can matter much more than words.
From a logical standpoint, 'atheism is a the mental attitude holding a supreme being or beings do no not exist is true' is contradictory to  'holding the mental attitude atheism is not a belief system.' The two are mutually exclusive. To put it in simpler English, the atheist doesn't believe their belief is a belief. How this makes any sense at all is beyond me.
